Executive Leadership Team

Brian Flood is the Founder & Chief Executive Officer of DecisionPoint Corporation. An accomplished and recognized leader, Brian offers a unique blend of business development, building organizational capability, global team building and delivering go-to-market IT solutions with consistent strong ROI and profit delivery. He has consistently driven double- and triple-digit growth by aligning technology initiatives with business goals.
A proven change catalyst, Brian turns operations around and implements systems for sustained profitability, growth and expansion. He has expert knowledge of government, technology and business trends including national/corporate security, enterprise architecture, outsourcing, application development and implementation and eBusiness. His accomplishments include managing merger and acquisition activities; leading business development and marketing divisions; long-range project planning, implementation and execution—including policy development, finance and administration.
Brian began his career with the US Army holding a variety of positions from combat arms to a nuclear launch officer and lastly public affairs. His experience post military began in political journalism, being amongst the youngest Congressional Chiefs of Staff working for two House Members. While at FedSources Brian served as Senior Vice President of Market Intelligence where his contributions centered on spearheading business development and delivery, helping hundreds of government IT and professional services firms grow their business while significantly expanding the company.
As a fiscally conscious, goal driven executive, Brian approaches every new business challenge with innovative, creative problem solving and measured risk taking to drive consistent bottom line improvements and returns. He positions organizations for growth, profit generation and to deliver innovative solutions. Brian blends his military and business experience to successfully sell and implement technology solutions in the public sector.

Simon S. Lee is President of DecisionPoint Corporation. He provides day-to-day strategic leadership driving the overall direction and growth for the company.
Simon is a hands-on leader at DecisionPoint, providing his insights and leveraging his unique experiences to help set the course and vision for the company. He is a tireless evangelist for the company’s Circle of Success culture that continues to provide great benefits to our customers and employees.
Simon has a lifetime of achievements as an entrepreneur in the information technology government contracting arena. He founded STG in 1986 as the Software Technology Group and grew the company from one person to a $300M mid-tier government contractor with thousands of employees and subcontractors supporting 26 Federal Government customers around the world. Throughout STG’s growth, Simon always focused on giving back to the community and mentored many very successful small businesses in the federal community. In 2015, Simon sold a minority share of STG and became Chairman of the Board. Simon sold STG in 2018 to focus on his philanthropic initiatives and dedicate full time to the growth and success of DecisionPoint.
Simon holds an Honorary Doctorate Degree and B.S. in Industrial Engineering from Korea University and an M.S. in Systems Engineering from the George Washington University and has a current Top-Secret security clearance.

Paul Fernandes is currently the Managing Director of GLG Consulting Services where he provides Strategic Planning, Acquisition, and Proposal Consulting Services to small and mid-sized government contracting companies.
Paul was an executive at STG from 2004 – 2016 and served as STG’s President and Chief Operating Officer from 2012 – 2016. He was responsible for leading the day-to-day operations, improving efficiencies and driving new business across STG’s $275M enterprise. Paul has served as Senior Vice President of Business Development, Senior Vice President of the Defense Sector, and Senior Vice President of STG’s Civil Agencies Sector.
Paul joined STG with a background of more than 20 years of experience in senior management positions in growth-oriented IT organizations focused on defense and federal agencies. Prior to STG, he served as Senior Vice President for ACS Government Services’ and Lockheed Martin Information Technology $100M+ business units with full profit-and-loss responsibilities spanning key government agencies, such as the Department of Defense, the U.S. Air Force, Congress, Executive Office of the President, Housing and Urban Development, Department of Energy, the Environmental Protection Agency, National Aeronautics and Space Administration, and others.
He has a B.S. degree in Management from Bellevue University, served in the U.S. Air Force, and has a current Top-Secret security clearance.

As Chief Operating Officer of DecisionPoint Corporation, Matt Bringman provides strategic and operational leadership across the enterprise, ensuring the alignment of corporate initiatives with operational execution. He oversees the company’s service delivery, creating disciplined processes, scalable strategies, and innovative approaches that fuel DecisionPoint’s expansion across the federal landscape.
With over two decades of experience leading complex, high-value programs. Matt brings deep expertise in program execution, customer engagement, and mission delivery across a number of federal agencies. He has successfully managed multi-year initiatives, guided acquisition planning and documentation, and led high-performing teams to deliver results on schedule and within budget.
Matt is known for combining operational rigor with forward-thinking strategy. He plays a central role in shaping DecisionPoint’s strategic partnerships, strengthening agency relationships, and ensuring the company’s solutions are mission-aligned and competitively positioned. His leadership blends technical depth, program management acumen, and a deep understanding of the government contracting environment.
He holds a Bachelor of Science and a Master of Science in Electrical Engineering from The Ohio State University, as well as a Master of Business Administration from the Kelley School of Business at Indiana University. Matt lives with his family in Bethesda, Maryland.

Shannon Kelley is a results-driven Chief Growth Officer with almost 20 years of experience in the Federal market spearheading innovative strategies to accelerate revenue growth and market expansion. She also has extensive expertise in initiating, developing, and managing global strategies and programs up to $240M+ in revenue to include strategic planning, program management, and quality assurance. At DecisionPoint Corporation, Shannon is responsible for the company’s overall growth strategy and oversees the marketing, business development, capture, and proposal management teams to accelerate business growth.
With expertise growing businesses across multiple agencies to include but not limited the Department of Defense (DoD), Military Services, Department of Veterans Affairs (VA), Federal Civilian Agencies, and Health-related Federal Agencies, Shannon is passionate about aligning growth initiatives with organizational goals to create long-term value for customers. She has a Bachelor of Arts degree from James Madison University. Shannon resides in Clifton, VA with her husband, David, and her two children, Charlotte and Hunter.

Adam Norris is a seasoned technology leader with over 30 years of experience in secure software development, DevSecOps, Zero Trust architecture, and automation. A former U.S. Army Signal Corps NCO and Information Systems Operator/Analyst (74B), he spent more than a decade on active duty, where he developed a unique blend of military discipline and technical skill—approaching complex challenges with precision, creativity, and strategic insight.
As Chief Technology Officer at DecisionPoint, Adam leverages his extensive background in modernizing legacy systems to boost performance, scalability, and security, all while adhering to strict regulations like FedRAMP. His work is at the forefront of integrating AI/ML, automation, and secure architecture, making a real impact on data analysis, real-time decision-making, and operational efficiency. In his most recent role at StealthPath, Adam designed a GitOps-driven CI/CD pipeline, enabling secure, automated, and offline deployment of Zero Trust solutions for critical infrastructure. This innovation has improved threat detection and minimized vulnerabilities, accelerating development cycles and aligning security with every stage of deployment.
Adam is known for his collaborative approach, bringing together cross-functional teams to optimize workflows and deliver secure, high-quality solutions under tight timelines. His career spans leadership roles at RIVA Solutions, VariQ, Securiport, and Blue Canopy Group, where he has consistently delivered secure and scalable solutions across diverse industries.
When he’s not at work, Adam enjoys exploring local microbreweries and distilleries, pairing new flavors with his passion for non-traditional board games. He’s always up for introducing friends and family to a unique game, creating memorable experiences over a good drink and great company.

Daniel Yuly is a seasoned executive with over 20 years of experience in the Federal government contracting sector. As the leader of the Finance, Pricing, Contracts, and Procurement departments at DecisionPoint, he has a proven track record of driving financial performance and executing strategic initiatives that consistently surpass the company’s growth objectives. His expertise encompasses developing and managing financial operations for emerging businesses, particularly during periods of rapid and exponential growth. He specializes in strategic proposal pricing, financial planning and analysis (FP&A), contractor system compliance, and project cost controls while fostering strong banking and financial relationships to support organizational growth and liquidity.
With a comprehensive understanding of DCAA/DCMA requirements, Daniel has secured favorable outcomes across a variety of audits, including contract pre-award, accounting, purchasing, estimating, property, and incurred cost submission audits. His leadership in spearheading the navigation of complex financial system validation audit environments will be crucial to DecisionPoint’s ongoing success.
Before joining DecisionPoint, Daniel served as the CFO of a private equity platform company. During his tenure at Agile Defense, he led the financial aspects of four M&A transactions, including two successful exits. He was critical in transforming financial reporting processes, optimizing cost-saving strategies, and driving profitability. His extensive hands-on experience managing full-cycle M&A activities, including due diligence, integration, and synergy capture, has consistently resulted in cost reductions and operational efficiencies.
Daniel holds a Bachelor of Science with a concentration in Accounting and a Master of Business Administration (MBA) from George Mason University’s School of Business. He is married with four children and resides in Clifton, VA.
Senior and Department Leadership

Jon Oplinger is an accomplished operations executive with extensive experience in managing and optimizing operations for government contractor companies. As the Vice President of Operations, Jon oversees all aspects of operational strategy, ensuring the seamless execution of projects and the achievement of organizational goals. With a keen eye for detail and a commitment to excellence, Jon leads a team of dedicated professionals to deliver high-quality services to government clients.
Jon has 15 years of expertise spanning across various domains, including project management, process improvement, and resource allocation. He has a proven track record of implementing innovative solutions that enhance efficiencies throughout all departments of the organization. Jon’s leadership style is characterized by a collaborative approach, fostering a culture of continuous improvement and accountability within the organization.
Jon holds a Bachelor of Science degree in Commerce and Engineering with a concentration in Production Operations Management and a Master of Business Administration from Clarion University. Jon holds a Project Management Professional (PMP) and ITIL Foundations certifications. Jon lives in Clifton VA with his wife Gabby and three children Harper, Luke, and Ellie.

Ashley Murley is a dynamic leader in proposal operations with over 23 years of experience in federal contracting, including more than 17 years dedicated to driving growth through proposal management and development. As the Vice President of Proposal Operations at DecisionPoint Corporation, Ashley oversees the full lifecycle of proposal development, from strategic planning and team coordination to production, quality assurance, and final delivery.
With a strong focus on establishing and improving proposal processes, Ashley consistently delivers compliant, high-quality proposals. She is skilled in leading cross-functional teams, managing complex bids, and implementing best practices to ensure efficient and effective proposal operations. Ashley’s expertise spans proposal strategy, production, and content development, and she has successfully led proposal efforts for high-profile federal clients, securing wins on strategic contracts and IDIQ/GWAC vehicles.
Ashley holds a Master of Arts in Professional Writing and Editing from George Mason University and a Bachelor of Arts in English and History from Lake Forest College. She is also certified in ITIL and federal business capture through Shipley Associates.

Emily Tara Weberman is a seasoned leader in marketing, business development, and program management, with a proven ability to drive brand growth, strategic communications, and federal market expansion. With 20 years of experience in digital strategy, public relations, and brand development, she also brings expertise in capture strategy and program execution within the federal sector.
As Director of Marketing, Emily leads branding, digital strategy, corporate communications, and employee engagement efforts. She plays a key role in business development, driving targeted marketing campaigns, fostering strategic partnerships, and enhancing DecisionPoint’s industry presence. Additionally, she has successfully managed multimillion-dollar federal contracts, overseeing cross-functional teams and ensuring seamless program execution and client satisfaction. Emily has also led successful capture efforts, securing contract wins across multiple federal agencies, including awards exceeding $80 million.
She holds an MBA from New York University’s Stern School of Business and a BA from the University of Wisconsin-Madison.

Ashley Vaile is a dedicated, people-focused HR leader with over a decade of experience in Federal contracts, supporting National Security programs and International Development. She is passionate about creating a workplace where people feel valued, supported, and empowered to grow. With expertise in employee relations, performance management, and organizational development, she drives initiatives that enhance engagement, strengthen leadership, and align talent strategies with business objectives.
A champion of diversity, equity, and inclusion, she believes in cultivating a culture of trust, collaboration, and continuous improvement. Beyond her professional endeavors, she enjoys spending time outdoors with her husband and two children, finding balance and fulfillment through family adventures and time in nature.

Caitlin Anderson is a seasoned Recruiting Manager at DecisionPoint Corporation, where she has spent over 7 years driving recruitment strategies that align top-tier talent with the company’s mission to solve complex challenges for government agencies. With over 14 years of recruiting experience, including more than 10 years in government contracting recruiting, Caitlin specializes in recruiting within the defense, intelligence, and government healthcare IT sectors. She has played a key role in helping DecisionPoint connect with exceptional professionals needed to deliver solutions across all levels of government.

Betsy Chase is a seasoned professional at DecisionPoint Corporation, a leading government contractor, where she has leveraged her expertise for the past 10 years. With over 14 years of experience within the government contracting sector, Betsy has a strong background in security management and plays a pivotal role in ensuring compliance with government regulations while overseeing the implementation of security protocols and safeguarding sensitive information critical to DecisionPoint’s operations.
As Facility Security Officer, Betsy ensures that DecisionPoint meets the highest standards of security and compliance, supporting the company’s mission to solve complex challenges for government agencies in the defense, intelligence, and healthcare IT sectors.
Residing in Cape Coral, FL, Betsy enjoys balancing her professional responsibilities with family life. Betsy and her family are avid Miami Dolphins fans who love spending time at the beach, enjoying the outdoors, and, along with her husband, trying new craft beers and exploring local breweries.
